Not many would qualify as a resort in the true sense. Here’s my take on the better hotels.
1) Club mahindra ( has small rooms though and is bang on the road and opposite to a busy petrol pump.)
2) Fortune Park Moksha resorts. (Good rooms, but expensive and food leaves much to be desired. About 7kms from upper dharamsala makes one bored if on an extended visit)
3)Dholadhar Hotel Kotwali Bazar: Great locale, Good views but shabby service.
4)White Heaven: Right in the middle of a tea garden. Great vantage and nice BIG rooms but expensive.
5)Hotel Surya: Good location, Good rooms, No/little mountain view and food does not titillate my taste buds.
6)Hotel Inclover: Newly built, nice rooms but again right on the main road.

In Dharamshala, there is a lot of hotels and resort but it depends on you what are you looking for because every person has a different point of view. I will give you top 10 resort list that’s best in my opinion.
But please check before when you visit because a lot of hotel and resort shut down some of the government issues from the last year.
